Timeslover sent this piece of garbage instead of the wagon cart that I ordered and refuse to give a refund or the correct item

Ordered the wagon cart that was advertised and received a 16 in shopping bag with wheels. I have tried numerous times asking for a refund and they reply with they know that I am disappointed and they can give me a 20 percent refund or send it back and pay $20.00 for shipping. They are ripping people off with their false advertising and basically refusing to give a refund. Makes you want to take them for a walk on a short pier if you know what I mean.
