I don't know if my father felt trapped. We are not clear on that part, but he agreed. They said they'd be back next week but returned an hour later. My father called me. I live an hour from him. It all didn't sound right. His driveway is tiny and wasn't in the condition it should have been seal-coated. I called my sister and brother-in-law, who live closer by. They arrived to find two men in a truck with some brooms, a shovel, and a half-empty bucket of seal coat you can get from **** ***** for $40.00. My brother-in-law stopped their work and confirmed they realized they were ripping off an older man on a very tight income. My brother-in-law told them they weren't getting $1800.00. They would accept $1200.00 cash. We told them they would have to come back because my father didn't have that much cash. All in all, everything after that was to keep my father safe. We agreed to pay them, so they did not return to my father's house.
We arrange to pay them. When we did meet in person the next day, I shamed them again for taking advantage of an old man. They actually apologized! They took the money, however. We thought we were done with the situation, but the driveway wasn't dry a week later. It covered my Dad's shoes, our shoes, tires, breezeway, and the floors in his house. This went from one bad situation to another. Through a family family, we determined that motor oil was mixed with the seal coat to extend the bucket. It never dried. It washed to the sides of my father's driveway, and we had to cover it with kitty litter. I reached out to John Winters; he said his name was, and he answered and answered every time I called. I told him I wanted $750.00 of what my father paid him for the whole situation, the terrible job, and the terrific upset to my father, and he agreed. First, he was short funds, wasn't the company's owner, and asked for more time.
He was trying to figure out Venmo. He's agreed every time I talk to him that he would pay my father back. Finally, the final agreed day came. I waited but didn't hear anything; he asked if he could drop it off at my father's. I said no.
We agreed to Venmo. More than a day passed, and I texted him again, saying if you want me to meet you at my Dad's, I can, but you need to tell me the time. He called me and said now I was insulting him. Like I doubted he would return my father's money. I laughed and implied that I was ridiculous, like we had a trusting relationship, and he said he would Venmo me. Well, still nothing!
I took off for the Holidays from contacting him. We are on January 2nd, 2024; I will reach out when I'm done.
Other Information:
John Winters is English.
His cell phone is the only number for the business: 9089864207. It's registered to a man who died in September 2023 in Lewes, DE.
His associate is Irish or English; he didn't talk much but answered the phone once. I don't know his name.

The TPS website is generic, but somehow, I found an address. Maybe Facebook, I'm not sure.
