Stroudsburg PA - Received Scam Letter

Same exact experience, took place on March 11, 2023, as noted by the original poster. Only difference is that the recipient was my girlfriend's mentally ill mother in Stroudsburg, PA. P.O.S. with nothing better to do. I am curious how someone is able to obtain this information, start this scam which obviously generates money for the sender through fraudulent means, and yet not have their mailing permit number discontinued by the postmaster.

Official looking letter addressed to me by name as owner of a car make and model I recently purchased. Letter claimed my coverage was expiring and I would be financially liable unless I acted quickly. Included a “registration fee voucher” for $199 that looked like a check with all the security features. No mention of the company’s name, just a phone number and dire warnings. Also a few grammatical anomalies.
