Scammer sends a bill to for your website to be listed on search engines. This is not necessary, since search engines index websites automatically. If a business want to pay for prioritized listings, they would contact the search engine directly (google, yahoo, microsoft). This company basically takes people's money for doing absolutely nothing. How is this legal?
