The scammer agreed to put down a stamped concrete walkway on property, asked for 1/3 as a down payment ( which was $600.00). My neighbor was present for the entire conversation; I gave him $600.00 cash and was told that he would start the job before June 24th. He never called to confirm exactly when he would start, but I called him several times daily, he never answered any of my calls. So far I have called the police department, only to find out that it’s a Civil Matter because of the amount of money that was taken and I’ve also called Elder Abuse and this doesn’t rise to that level either.

He basically promised to come start the concrete walkway, needed $600 retainer and would start before the end of June with the rest of the money due upon completion.
