We made arrangements to have the kitten shipped on Mother’s Day. He sent me a text that morning and told me to keep an eye out for an email from the shipping company. Upon receiving the email it stated there was a hold on shipping because they were requiring 899 for health insurance on the kitten. When I contacted Phil to ask what that was all about he acted shocked and said that the shipping company usually doesn’t do that, but that 899 cash was required and would be reimbursed when kitten arrived. I told Phil that I was no longer feeling comfortable with doing transaction because every company that I’ve dealt with requires a CC for deposit because then their employees aren’t carrying cash and it’s easier to refund. I also contacted the shipping company through their texting app (there was no number on their website) and asked for a phone number to speak to someone, they said their phones were down because they were doing a security update on their system.
Phil got angry and said he would not refund the money and would pursue legal actions. I told him to go ahead. He also said the only way money would be refunded was if kitty was dead. I told him his business was reported on petscammers website and he said it was an excuse. I then asked him for his business license and he refused to provide it. I tried talking to him on the phone and he hung up on me.

I filled the online form, and was contacted via text message (phone number 252-410-1709) and e-mail <[email protected]>
After selecting the kittens we wanted to purchase, we were asked multiple questions, history with pets, and so forth. Red flags started with the question, do you want them neutered and microchipped? I assumed it would take a while for it to happen, but somehow the cats were ready to be shipped the next day, after payment. Then, when I transferred money through paypal, via the purchase for goods and services, I got a near instant refund, and the "seller" told me to send it through friends and family. Not listening to the red flags, I then tried Zelle, but Bank of America required me to call, and when I did I was told that the Zelle account (with the name of [email protected] I thought was quite a shady name) wasn't even active. At that point, reason finally kicked in and I called it off. I dodged a bullet alright, even if I was trying very hard to get hit by it.</[email protected]>

The communications were predominantly using emails and the address of the suspect email was [email protected]. I was hesitant in sending money for the cost of the dog at the beginning. We came to an agreement that I would pay for the shipping of $180 and the rest would be COD. The seller then acquired a shipping company called World Wide Pets Transport and a tracking number (WWP014217256018-CARGO) was provided.
I followed through the tracking number. At first the shipping company told me that the dog would require an electronic crate because the dog was feeling cold. I complied by sending the required $950, which I was told would be refundable upon the dog arrival. After several hours had passed, the flight that carried the dog stopped in Winnipeg, a city about 1000 km from my city, Toronto. Then the shipping company requested me to send in additional $1550 for the dig insurance premium of which $1500 would be refundable. My suspicion at this point raised to an alarming level. My instinct told me something was not right. I communicated the request to the seller and asked for help. He said he had no money and kept reminding me that the dog required my help.
Later I contacted a shipping company World Wide Pet Transport which is a US company and their representative told me that they don't operate in Canada and they don't use tracking number. Note that the suspicious shipper company name is WorldWidePetsTransport.com with a "s" in the word "Pet". According to Pet Scam Website, WorldwidePetsTransport.com is a scam website which uses dogs to pull on people's heart string and get them to part their money. A phone number was listed in the website as 1-289-895-9253.
