They claim it is a parking charge notice that we should not ignore or else it will be "referred to collections and possible further legal action."
This is an obvious scam and we did not pay it of course. It is annoying and may fool someone.

In addition, this company violates many other local, state, and federal laws. At the specific garage in question, the signage does not meet local code which would even allow them to charge for parking at all. Their ticket states "this is an attempt to collect a debt." By including this statement, they have positioned themselves as a debt collector in the state of Florida's eyes. Their ticket indicates you only have 14 days to appeal, yet Florida law requires a minimum of 30 days to appeal a debt. The debt collector cannot contact you in any way between 9 PM and 8 AM, so if you're ticketed between then, that's another violation of Florida law (admittedly, leaving a note on your car could be argued as not applicable to the contact law). Lastly, the ticket states there is a $3.99 transaction fee for paying by credit card (regardless of the transaction). This is a violation of Florida state law (which doesn't allow credit card transaction fees) and federal law which caps it at 4%. In addition, credit card companies do NOT allow a flat fee, and also cap the maximum at 4%, meaning they're violating their merchant agreement with the credit card processors, which could result in them receiving fines or losing their merchant accounts.
I recommend anyone ticketed:
1. If the transaction fee exceeds 4%, immediately report the merchant violation to every credit card company they show as an accepted card (Mastercard, Visa, American Express, and Discover).
2. Check your local laws for whether these tickets are even legal
3. If illegal in the area you parked, report them to the city, county, and state
4. If you already paid, dispute at minimum the excess transaction fee with your credit card company, and if illegal, the entire ticket amount. You may not get much money back, but if enough of us do it, the company will be fined

I parked at a spot that stated retail only and I went to a retail place. What does retail only mean? Why did I get a notice to pay $45.00? I did not see any signs at the parking lot stating that you had to Register or Pay in Advance.
