Scammers who take advantage of families

I contacted the number on the website they have on IG, they said they had a Blue and Gold Macaw for 1500 plus shipping, I said I would pick up, which I live In RI; they send me a contract which I signed then, we agreed on a pick up date, I drove with my family from RI to VA over 8hr ride,on our way, they requested $600 for paperwork processing, and they said it would be refunded within 1 hr. we stopped and deposited money for the zelle transfer, a few minutes later, they requested $450 more for stamps on behalf of ASPCA; i didnt have anymore money on my account, besides being on the road. i asked if when we get there and meet i would find a way to get the money. when we arrived at the address provided it was a residential area; Santiago Marin said that it was the wrong address they didnt keep the birds there, I asked for the correct address and he never gave it, he said he was processing another customers sale, we waited for over 3 hours and i kept texting him and calling him and he just ignored me, he would only reply $450. and when he would text back with a different response would be telling me to get my family and go back home if I wasnt going to deposit the money. he never met us, never answered my calls. my small children are still heart broken because they thought they were getting that bird. and we had no bird, broke in a different state, almost 10 hrs away from home, and no money for a place to stay. he told me that he would start delivery process for the bird the monday following the nightmare, and then when he thought we had left he started being nice and communicating with us again. he claimed he goes to church and he is a good christian. and also felt offended when i called him a scammer. after he took 2000 dollars from my family. on sunday night as we were still driving home from VA he started asking for the $450 again. and if i didnt send he wouldnt ship the Parrot. it is day 3 after the worst weekend ever and he still requesting the $450, i had checked the business name and it had showed registered to that address that was given to me, before moving forward with the deal. but they are just scammers I also had requested pictures and he provided he also provided videos upon request. I asked to get my money back since he broke the contract and he refuses he keeps asking for the $450, and claims he cannot put that money down even though the $600 and 450 would be refunded together, and he would get them back, he claims he has no money.
