I lost almost 2000 dollars in money i pay in fees and plans he never finish

I contracted him to do plans for a guesthouse. He required an initial deposit of $1200 to draft plans and an additional $600 once submitted. He drew plans that were not compliant to my area and for a different venue. They were no where near what he promoted. He never corrected or finished the project. It is clear his intent was to collect money and not deliver. This is a common scam among architects and draftsman, but I was not expecting this since I was provided his information through a common 3rd party. I even had an attorneys office call him and he said he had other work to do and hung up.
